before TPL file was placed here: /out/azure/tpl/mycustom.tpl from now you should place TPL files here: /out/azure/tpl/custom/mycustom.tpl In the URL param you can define only template file name (without path information). In all themes created new folder "custom", where should be placed all custom templates, which are requested via URL, passing template name in "tpl" or "infotpl" parameter. This modification influence these views: alist, tpl, details, info. So all custom templates should be moved/copied manually on upgrade.
