Not true. CE != Community. This list is developer community focused. Here are 
registered developers working for partner agencies, non-partners, freelancers, 
devs working inhouse for large merchants and even shop owners to challenge 
their own code. 

We intentionally moved installation packages from SVN to the download area on 
support server as an SVN is not the right place for installation packages. You 
ought to got the credentials for this repositories (where you'll find the 
encoded files) in the release emails. So no need to encode it yourself.
For developing purposes, you can easily use $ svn export for get a working 
installation package and I tell you: it is much faster ;)
