hello,

for php developing and major template changes i prefer phpstorm, it has
nice code complition, git and vagrant integration, but there are also free
programs: netbeans, eclipse and aptana. (but i go with phpstorm cause its
much more stable than eclipse and netbeans)

for some quick changes i use sublime text. there are lots of nice addons
like emmet or sftp.

depending on how much effort you want to make, you might have a look at
vagrant. It could be a huge help for your "not very versatile"
users/co-weorkers.
