As far as I know there are undocumented functions you can use to get this data. (Needed for carrier-specific apps) But the names of these functions got changed in IOS7 and might be unaccessible now as Garvan stated.

And we would need a developer to write the app and couldn't host the project over Mozilla probably. If you know how to do it you could write such an app on your own and for example publish it on Github. The API of Ichnaea is documented (except the Nickname but that is listed as a bug already and will get fixed).
