This way our database would grow much more quickly. We probably need a second database for that. Stumblers could light up those empty spots/islands and make the position the Firefox OS user selected before valid/not valid so that MLS could (not) rely on them and present them as fairly accurate data or throw them away if the user lied (probably faked data if the marked position is too far away from the real one the Stumbler detected for those wifi aps/cell towers on-the-fly).
