They are trying to make an IMSI-Catcher-Detector and probably need data
from cells around the world to provide good results whether you are
connected to an IMSI Catcher or not.

MLS could share it's data with gsmmap.org <http://gsmmap.org> since the
cell database will
be published soon. (they seem to use that map)

When the MLS cell database is published soon, then anyone can use the cell info for projects like these without even asking. :)

I had never heard of an IMSI Catcher before. Their project is a great example of new and creative uses for open data.
