I'd trying something without the API key. I'd most likely try creating a little java app to convert opencellid measurements csv files and uploading the data i've collected personally. For now, i'm still procrastinating on developing it due to a busy personal work life :)

by the way is there a way i can insert myself in the leaderboard through the API? https://location.services.mozilla.com/leaders

We only use api keys for submission to differentiate popular apps from each 
other, so we can report back problems to the right app or add service side 
workaround for client side problems. We also get broad stats from this to see 
which app is most popular and is submitting the most data to us.

So if you want to develop an app for personal use, just let it submit data 
without specifying any api key.
