Summary: Ensure default encoding for JSPs is always set to UTF-8 even
when not declared explicitely. (was: UTF-8 characters in jsp templates are not
displayed properly in Weblogic)
Description:
Some containers (like Weblogic) use this value to set encoding for JSP compiler
before opening the jsp file and if the value is not set they might default to
some other value, causing later display problems with national characters
written in the files themselves.
was:Similar to MAGNOLIA-2364 UTF-8 encoded JSP page content will is not being
displayed properly. This is issue only for content hardcoded directly in the
JSP page. Content entered via Magnolia dialogs is displayed properly since
fixing MAGNOLIA-2364.
