While it is not critical, it is definitively not nice to show empty (as they
have no rights to read content) Templates and Layout workspaces to ordinary
editors (See Eve user from samples). Also the New Folder/File buttons should be
disabled. (Pressing the button does nothing for user without the rights and
generates stacktrace in log files).
