MAGNOLIA-1941 MAGNOLIA-2370 Moved ParagraphSelectDialog and
ParagraphEditDialog to the templating module. DialogHandlerManager now allows
registering of dialogs without a specific handler, and does not use a default.
EditBar now opens the ParagraphEditDialog (instead of letting DHM choose it -
it was its default) and passes it the paragraph name - ParagraphEditDialog
creates the correct dialog.
