If absolutely no module descriptor was found, there is definitely some form of
a classloading problem (MAGNOLIA-2577 for instance), since at least the core
module descriptor should be found.
We should fail early, to avoid irrelevant issues such as a
{{javax.jcr.PathNotFoundException: modules}}.
