It would be nice if there was an easy way for admin to say that the instance
will be going down soon. As I see it now this feature should do few things like:
- stop any new activations from being started (if on author)
- stop any new activation requests to be received (if on public)
- show the banner or warning message or send mail to all other logged/recently
active (<30min) users (editors)
- inform admin if there are any still running activation jobs so the admin can
see if it is safe to shutdown now or not.
