If one logs in with a use set to english, modify his own language to Chinese,
the menu is correctly updated to chinese. Now if this user logs out and logs in
again, the first time the menu is displayed, it is in english! A refresh
switches it back to chinese.
This is probably related/similar to MAGNOLIA-2736.
