MAGNOLIA-2524, Removed URI decoding from current and original URIs as it
was incorrect. Ensured the selectors are decoded however to make them
interchangeable with the query parameters as intended.
Made ServletDispatchingFilter aware of the locales whenever possible (i.e.
except during installation).
