I don't know what's going on the background so sorry for the wide summary as
well as the sample I mention directly:
{{Superuser}} is a member of {{publishers}} group by default, which enable him
to access inbox items.
The {{publishers}} group contains just the {{workflow-base}} role. When you
take away the {{publishers}} group
from {{superuser}} account and assign him just the {{workflow-base}} role
directly, you're not able to see the inbox items suddenly.
I am able to reproduce it with whatever Magnolia release (3.6th and 4th
branches).
