Move "mgnl" (MagnoliaTemplatingUtilities) into FreeMarker shared variables

Since MAGNOLIA-3087, objects can be configured to be in FreeMarker shared
variables; this removes the need to add these to the context of each and every
template and paragraph rendering. We could do this for {{mgnl}}
({{MagnoliaTemplatingUtilities}}).
