This means that for a couple of hours, starting 10AM CE(S)T, Jira (including SUPPORT), Confluence (wiki), Subversion, Hudson, the maven repositories, the maven-generated sites (incl Javadoc), and the documentation site will be unavailable.
We'll send a reminder before getting started; if all goes well, we'll send another email 2 hours later, when everything's done and back to normal.
