With BUILD-34, we've added
[suppressions|http://checkstyle.sourceforge.net/config.html#Filters]
([Maven-specific
doc|http://maven.apache.org/plugins/maven-checkstyle-plugin/examples/suppressions-filter.html]);
unfortunately, the *report* also needed to be reconfigured to take those into
account (as I myself noted in a comment, a while ago).
