Moderation permissions not checked properly for context menu items

When a user has access to the forum tree with "write" permissions but not
"moderation", she can't "lock" or "validate" threads or messages. However, the
context menu items are currently not grayed out, because we're incorrectly
checking for the "write" permission instead of "moderation".
