"my-kind-admins" role doesn't need such restrictions. As for a more generic approach, perhaps the easiest way is to build your own DMS tree configuration so you can disallow choosing of certain actions (i.e. create folder) just for members of "my-popular-normal-users" rather than dig into the default security policy or distinguish by content type (folders = mgnl:content, files = mgnl:contentNode) The default WorkflowDMSAdminTreeConfig is registered at /modules/dms/trees/dms. You can basically have two kinds of context menu (right-click) & function bar (the one below the DMS pane), one for editors, and second for admins.
