MailUtil.getAllUserNodes() do not resolve users grouped in folders

The method takes realms into account, which allows you storing users on the
root level of each realm.
If users are logically grouped into folders, then they are not returned by the
method so no mails are being sent to them (i.e. workflow notifications).
The attached class fixes the bug.
