The transition criteria dialog needs some improvements, see attachment
* the fields should be aligned as in every other dialog we ship.
* rename Criteria to Condition, which is something an end-suer actually
understands
* add leading text or description to Condition field to explain who this works
In addition, rename the paragraph to "Conditional Step". Instead of saying "New
Next Step Criteria" please say "Add Conditional Step"
