"Back to top" link should have more padding to bottom

Currently the "Back to top" link is overlapped by the browser's default display
for links when hovering over them. Giving it 20px would display it nicely above
the link bar.
Applies for Chrome 14 and Firefox 7 - Safari still displays links in the status
bar. Could not test with IE.
Attached screens show how it looks like in Chrome and the chrome_after.png
screen shows how it would look like with "bottom: 20px"
