Document how to use {{/server/IPConfig}}.
* Explain the purpose of this configuration node. (It grants or denies
permissions based on IP address and HTTP method.)
* What does it deny/grant access to?
* Write a procedure for creating rules.
* How are IP addresses specified in the rule? (Comma separated list or regular
expression. Ranges are not supported at the moment.) Provide examples.
* Which HTTP access methods are supported? (GET, POST, others?)
* Read code and Javadoc for {{IPSecurityManagerImpl}} class.
