Convert [JCR Browser

wiki markup. Change structure so that "Editing content in the JCR browser"
becomes a second-level heading under "Website JCR Browser".
Move converted article to Administration > Tools. Create the Tools page; it is
planned in [menu
structure|http://wiki.magnolia-cms.com/display/DOCU/Documentation+site+menu+structure]
but doesn't exist yet.
