The util taglib is indeed fairly old; the reason it might appear unmaintained
is possibly that since Magnolia 4.0, we introduced support for FreeMarker,
which allows richer/simpler expressions, as well the usage of STK, which
introduced its own, more complete, navigation model. (a link is typically
created with ${mgnl.link(content)})
Patches are very welcome - I saw you provided one already in
[url=http://jira.magnolia-cms.com/browse/MAGNOLIA-3884]MAGNOLIA-3884[/url].
Just be aware that 1) patches are much more likely to be applied quickly if
they do not contain "code style" changes (i.e so it's very easy to spot the
actual change you're proposing) 2) with Magnolia 4.5, most of the functionality
provided by those tags is being moved to new templating objects, so you might
want to get familiar with that too. I think this page is the most up-to-date
