Tracked this down as r44947, however imho the fix makes incorrect assumption
that Categorization will always be installed when ETK is installed. While true
for now, this might change in the future (as of 4.5 Categorization moves to CE
and can be installed even when ETK is not present). The install task should
check for presence of categorization only or Cat and ETK if necessary.
