Summary: Poms without a scmTagPrefix default to a wrong tag name (was:
in preparation phase poms without scmTagPrefix resolve wrong tag name)

This happened because the "abstract" parent pom was setting {{scmTagPrefix}}
for its own purposes, and that property was unfortunately inherited by all our
poms, through the "concrete" parent poms.
