Summary: Don't only check core version but also versions of modules

Description: When upgrading to Magnolia 4.5 we required at least a version
4.4.6: this is checked in CoreModuleVersionHandler. As customers might have
unexpected versions of other modules we should - in order to be on the safe
side - check preconditions for other modules as well.
