Depending on how much control you want to give over to editors, I would indeed suggest to use the redirect template for this. The benefit is obvious - editors can easily edit and (re)move this menu item around as necessary. If you are sure you don't need such flexibility, you can just modify the template for navigation to include the links along with the structure and add edit dialog to the navigation. Should be pretty straightforward. Personally I don't think that it is so common functionality that it would get implemented quickly (if ever), but I might be wrong as many times before :D Why don't you create feature request issue in jira [1] and see how many votes it gets from the others over coming days?
