Comment field required for "startActivationWorkflow" dialog

We would like to make comment field required in "startActivationWorkflow"
dialog.
We tried to add required property to dialog definition.
When activation workflow starts, the dialog appears with asterisk (*) character
on the comment field, but it still remains not required when we save.
