Summary: mainBar is always shown with properties button in author
instance (was: mainBar is always shown in author instance )
Description: In the author instance, if a user has read only access to a
page, the green area bars and the green component bars are not displayed but
the main bar is always shown with page properties edit option. Even though
saving changes is forbidden, this option should be hidden. (was: In the author
