The current implementation of {{CosMultipartRequestFilter}} has an hardcoded of
~2GB for file uploads. Since this implementation is added to the filter chain
by default, we should make sure it can at least be configured to limit upload
sizes.
note: the other {{MultipartRequestFilter}} implementation is configurable in
that respect (although not as simply as it could), but has other issues (see
comments in MAGNOLIA-540)
