Ensure icons on edit bars work on tablet devices

If you try to edit a page on an iPad, it's very hard to actually hit the icons 
on the bars - their touch targets are too small. I'd like to increase those 
targets to ensure that the page editor works well on tablets as well.

I see the following options:
- we increase both the icon sizes and the bar height for tablets
- we only increase the touch targets by invisibly extend them beyond the actual 
icon size
- a combination of the above two options.

I'd actually like to see a combination, as I only want to increase icons and 
bar heights up to a certain maximum (which we'll have to find). Beyond that, we 
should increase the targets invisibly - we'll have to separate the icons 
somewhat more to ensure we still have unique targets.
