Groups and Roles tabs must not be closeable

In the Security app, the three tabs "Users", "Groups" and "Roles" serve to
organize functionality. In contrast to edit sessions represented by tabs, it
should not be possible to close these tabs. In our case, there's also no way to
re-open again - which is ok, after all, they should not be closeable in the
first place.
