Page bar and page properties dialog should not accessable on read only pages

If i open a read only page on an author instance, i will see the page bar on
top of the page. I can open the page properties dialog, too. Because of the
restrictions I can not save this dialog, but nothing happens. The dialog is
still shown and no message appears.
I think the expected behavior would be, when the page properties button does
not appear on read only pages.
