Action groups order is reversed

It looks like the order in which actions groups are declared is reversed in UI.
In my config I have 1) addingActions 2) editingActions 3) publishingActions. In
the UI it's the opposite. This wasn't the case before port to Vaadin7. Please
see attached screenshot.
