Hi,
your analysis is entirely correct, however the origin of this issue comes from the fact that both the tag libraries have been made deprecated since 4.5 and are not supported anymore. Their code was not updated to meet changes introduced for this branch, hence it refers former {{mgnl:content}} node type any page was instance of, instead of the current {{mgnl:page}}. Although {{ItemType.PAGE}} will work, {{ItemType}} as such is deprecated as well, in favour of {{MgnlNodeType}}, its {{NT_PAGE}} constant would be slightly cleaner to replace it with.
Please note we're not going to do any changes in the utility library further on, if you insist using them, [you can check it out from here|http://git.magnolia-cms.com/gitweb/?p=modules/magnolia-templating-compatibility-taglib-utility.git;a=summary]. The STK/ETK navigation features are meant as a successor of this tag. You could also find kind a different navigation implementation in templating samples module.
