Hello,
we`ve got a Magnolia 4.5.6 EE - Environment, consisting of one author instance and four public instances. All four public instances are configured as subscribers on the author instance, as you can see in the attached screenshot an the delivered XML-Export.
EE-licence-key is configured on all Magnolia instances.
When activating a website, we`re getting the following debug-output in the magnolia-activation.log:

As you cann see, only the first subscriber configured is getting involved in the activation process, the three others aren`t. Therefore the activated contend doesn`t appear on those public instances, but only on the first one.
When we move the second subscriber (svmucapp08) to the first position, the content is getting activated to this instance.
