It currently resides there because the support for using ContentAppBuilder in @App annotated methods is there.
The class would be better placed in ui-framework. To achieve this we would need to provide the content app module with a way to add support for ContentAppBuilder on its own. Possibly by adding something like a ParameterResolver.
