In the Assets and Contacts App the configuration for the actionbar uses class info.magnolia.ui.app.contacts.action.AddFolderActionDefinition for the add folder action.
The folder actions are something general to many apps and should probably either be stored in ui-admincentral so that is is available to all apps. (Or maybe ui-contentapp.)
