Description: When trying to activate changes on a test page under Magnolia CMS the following Error message is displayed:

"Can't activate:: info.magnolia.cms.exchange.ExchangeException: 1 error detected:
Message received from subscriber: Activation failed | not an absolute path: %2F on MeineENTEGApublicTEST

Note: character '%2F' means '/' (forward slash).

We already tried to set URIEncoding to UTF-8 in Tomcat context.xml, but same activation error still will be shown up:

We also checked that setting magnolia.utf8.enabled is set to true in file .../WEB-INF/config/default/magnolia.properties.


Please help to get rid of
 the  activation error!
