Whether it's empty or not, the

Favorites panel is
Dialogs that should be as high as possible are
slightly too high on an iOS7 device*, causing the
"Add new" action and
footer with
the
main
buttons
of the "add" form
to be cut off vertically (see [first screen shot|^Screenshot 1.png]).
If this happens, *you can actually scroll the screen up*, which then gets stuck in that position (see [second screen shot|^Screenshot 2.png]). You have to tap on the status bar to get the browser to jump to the top of the page again to get back to the first situation mentioned above.
