As specified in MGNLUI-2405:
- swap "JCR Queries" and "Mail tools" - "Mail tools" definitely belongs to TOOLS, but bumps into the "no more than 9 apps per group" bug unless we move out another app. I think "JCR Queries" is the most likely candidate to go into DEV
- re-order the apps in the DEV group to make apps come before tools before the samples: "Messages", "JCR queries", "Groovy", "Activation tools", "Dev tools", "Sample"
Concretely, only activation is installed (by ui-admincentral) before admin-legacy. So JCR queries should be ordered relatively to Activation tools.
