As specified in MGNLUI-2405:
- re-order the apps in the DEV group to make apps come before tools before the samples: "Messages", "JCR queries", "Groovy", "Activation tools", "Dev tools", "Sample"
Concretely, activation and admin-legacy are installed before groovy. So Groovy should be ordered before Activation tools.
