When creating new user, the first language defined in /server/i18n/system/languages is used as default, which means "Chinese (Taiwan)" for the 5.1.2 CE bundle).
The default option should be either preset to the value specified in /server/i18n/system/fallbackLanguage OR we should reorder the options under the /server/i18n/system/languages path.
