Description: Do not allow to create sub-forums; create AvailabilityRule for createForum.
Sub-Forums cannot be done on older versions running on magnolia 4.5.x.
Forum 3.3 currently would allow, but fails with an error. Disallow doing that for the moment.
 Creating sub-forum is not possible on the latest version shipped with M4.5.x
