No, there is no public part on an author instance. Everything requires login on 
an author instance. You can rule out the possibility that an anonymous user is 
doing either on an author instance.

OK, let's assume that you have an author instance and you want to know whether 
a LOGGED-IN user is:
A) Editing pages 
http://demoauthor.magnolia-cms.com/.magnolia/admincentral#app:pages:detail;/demo-project/about:edit
B) Browsing pages (similar to preview) 
http://demoauthor.magnolia-cms.com/demo-project/about.html

To differentiate between A and B in code, I think you could examine the request 
URL. You can get the URL from the AggregationState. Maybe check if the 
#app:pages fragment is present or the /admincentral element.

May I ask, where does the requirement to differentiate between A vs B access 
come from?
