Description:

This is a follow-up-ticket from MGNLUI-2720 and MGNLUI-2721.
The required behaviour ("see parent-ticket" of 2720and 2721 => MGNLUI-2661) is NOT properly working when a dialog has more then one tab.
Example: security-app::edit-user
- open 1st tab; click on "?" of the header => shows all help-texts
- click on 2nd tab => opens it with opened/ enabled help-texts for all fields
- click on 3rd tab => help-texts not always showed
- go back to 1st tab: help-text disabled although the "root-help-text" (on the dialog-header) is shown. => This is wrong => after that ... the pattern / the "rhythm" is broken; you must click (2x) "?" of the header to get it correct again.
The problems seems to accour, because the fields of the 1st and 2nd tab are removed form its parent widget during switching between the tabs.
The implementation also should contain a UI-test.
