Description:

Since MGNLUI-3084 messages are being sent to transitive group members, however the UI doesn't render the notification that a new message has been received, although one can find the message in Pulse.
To reproduce:
- set /modules/pages/apps/pages/subApps/browser/actions/activate/availability@writePermissionRequired=false
- login as peter (a member of publishers group brought in via demo-project-publishers)
- raise an activation request
